Divide butter between four 8 oz. ramekins. You can also make this cobbler in one 8 x 8 inch baking dish. Melt the butter in each ramekin. In a medium bowl add flour, sugar and baking powder. Mix to combine. Add milk and mix well. Pour batter over melted butter, but do not stir. You will need about 1/3 cup of batter per ramekin. Top batter with apples, dividing evenly between ramekins. In a small bowl, combine 1/4 cup sugar and 1 tsp. cinnamon. Sprinkle cinnamon mixture over apples.
